On Sunday, November 1, 2026, Binance reopened withdrawals, and customers used them right away. In the first 9.5 hours, from 06:00 to 15:30 UTC, Binance processed $4.649 billion in withdrawals and $1.01 billion in deposits. The difference: a net outflow of about $3.64 billion.
The number sounds large until you see the denominator. Binance puts $3.64 billion at 2.1% of $171 billion in assets reported in proof-of-reserves data dated October 28, before the October 29 theft. A heavy day, in other words, not a bank run. Bitcoin itself finished the day slightly higher, near $77,900.
How the first day went
The reopening ran in stages, not all at once. Bitcoin opened first, then Ethereum, BNB Smart Chain, XRP, and Base followed. By 12:36 UTC, all 15 networks and assets in phase one were back online. Flows ran hottest at the start: the half hour from 08:00 UTC alone saw $733 million in withdrawals, then slowed. Binance says flows stabilized after the initial spike and deposit volumes stayed "substantial".
Numbers to read carefully
Every flow figure above comes from Binance's own reporting, not an independent audit of customer transfers. DefiLlama's dashboard showed a higher number, $4.36 billion, and Binance disputed it: the figure leaves out deposits to its new hot wallet. The two sources also measure different windows, so they should not be added up or compared raw. Until the fresh reserves report lands, "fully backed" remains a company claim, not something you can verify yourself.
What to watch today
Binance brought its updated proof-of-reserves report forward to November 2, from an earlier expectation of November 3. The reserves snapshot was taken October 31 at 00:00 UTC, and the zk-SNARK cryptographic proof is a separate step after it. Still undated: phase two of the withdrawal reopening for the remaining assets and networks. Meanwhile Binance says 95% of the stolen assets are now replaced, up from 90% on October 31, using company funds, part of its SAFU reserve, and futures insurance money.
One thing not to misread: the $3.64 billion outflow is not a second loss. It is customers' money leaving at their own request once access reopened, not money stolen again. The phase-one schedule is in our phase-one article, and the FBI's attribution for the theft is in our FBI article.
