Binance has published the schedule for its first withdrawal reopening. Phase one opens today, November 1, from 14:00 to 17:00 Beijing time, or 06:00 to 09:00 UTC. This is Binance's fourth recovery update since the October 29 hack, and the window had not yet opened when this article was written around midday WIB. So what we are reporting here is the schedule, not a report that withdrawals are already flowing smoothly.

15 networks in phase one

The first list: BTC, ETH, BNB, TRX, SOL, XRP, ZEC, DOGE, TON, POL, AVAX, ARB, BASE, OP, and SUI. Deposits have kept running throughout. Binance says the order of later reopenings follows user demand data from the past week, and other networks open in stages once security and stability checks are done.

The replacement figure quoted directly from Binance's update remains 90% of the roughly $6.3 billion stolen. One report puts the fourth update at 95%, but we have not found that figure quoted directly from Binance, so we carry it as a report, not as a Binance fact.

Before you withdraw

Binance itself warns that traffic will be heavy at the start and some users may see delays or failed withdrawals. Its own advice: try again later. That is normal for a phased reopening, but still a reason not to panic if the first attempt fails.

The second warning matters just as much. Every reopening announcement is followed by fake pages offering to speed up a withdrawal in exchange for a deposit. Binance never asks for a seed phrase or a deposit to reopen withdrawals. Anyone asking for either is running a scam.

Still to come

Three markers follow: whether phase one actually opens on time this afternoon WIB, when the remaining networks and assets follow, and the full cryptographic proof of reserves promised for November 3. Bitcoin itself is flat at around $77,700 at midday WIB on November 1, so the market is so far waiting on this reopening rather than celebrating it early. The 90% replacement details are in this article, and the FBI's attribution of the attackers is in this article.
